Managing Successful Programmes™ (MSP) is a project management methodology owned and maintained by the UK Office of Government Commerce. It is a management tool for bringing together people, activities and information to achieve change.

MSP was developed by acknowledged experts experienced in managing large scale business change programmes. The method is flexible and adaptable for any type and size of programme where a business “vision” is to be achieved.

MSP comprises a set of principles and processes for use when managing a programme. The MSP method is founded on best practice, although it is not prescriptive. It is very flexible and designed to be adapted to meet the needs of local circumstances.

[edit] Benefits for organisations

The MSP framework will benefit your organisation by helping you to:

Maximise benefits

  • Manage the business case for your programmes
  • Quantify performance during and after programmes through a formal process
  • Manage the transition of change more effectively.

Build momentum for change

  • Gain "buy-in" from the key stakeholders in your programmes
  • Provide a framework for senior staff to be engaged in the change process.

Control programmes more effectively

  • Align projects to the overall strategy
  • Control and use resources more efficiently
  • Manage risk earlier and more effectively
  • Retain focus in a changing environment.

Win more business

  • Improve the chances of your organisation winning tenders, especially from Government sponsored bodies.

[edit] Benefits for individuals

The MSP framework will give you:

  • Professional recognition for a global programme management qualification - sell your skills to clients and employers that request the MSP method
  • The ability to lead critical programmes to provide successful delivery of benefits
  • A better understanding of how projects operate within programmes
  • An ability to more effectively support change in programmes.

[edit] Principles and processes

The principles in MSP advise how to:

  • Organise people to ensure responsibilities and lines of communication are clear
  • Plan work in a way that achieves results
  • Ensure organisational benefits result from undertaking programmes
  • Ensure that stakeholders are engaged
  • Resolve issues that arise
  • Identify and manage risks
  • Ensure quality within all aspects of the programme
  • Keep up-to-date information to track the continually changing environment
  • Audit a programme to ensure standards are being followed.

The processes in MSP describe how to:

  • Clearly identify the aim of a programme and the benefits to the organisation
  • Define the programme, and specify how the organisation will be different afterwards
  • Establish (initiate) the programme
  • Monitor and manage the projects within a programme to a successful conclusion
  • Manage the transition between the 'old' and 'new' ways of working to derive benefit
  • Close the programme and ensure the 'end goal' is achieved.

[edit] The Managing Successful Programmes (MSP) course

The accredited Managing Successful Programmes trainer-led course includes three exams: Foundation, Practitioner and Advanced Practitioner. The exams cover documentation from two distinct scenarios. Activities during the training include lecture style presentations, group discussions, group activities and home-based study.

The full course is recognised as challenging to the most experienced programme managers. Filled with practical tips that can be applied immediately after the course, we encourage any groups attending the training to include complete programme teams with a common goal to manage a specific programme effectively.
